Pipe boot and vent leaks

Decking is the structural sheet the roof covering is fixed to, and it is the thing a long-running leak destroys. Plywood or OSB that has been repeatedly wet delaminates and loses the ability to hold a nail, which means new shingles over it will not stay fixed. It is found during a repair rather than before — nobody sees it until the covering comes off — so it is usually a variation on the original scope rather than something quoted up front.
Waco sits in the Blue Ridge foothills, which puts it in a different roofing climate from most of Georgia. The mountains get real freeze-thaw cycling: water works into a hairline gap in flashing during the day, freezes overnight, expands, and opens the gap a little wider. Repeat that through a Haralson County winter and a joint that was watertight in October is leaking by March. Ice at the eaves is the other one — meltwater running down a warm roof refreezes over the cold overhang and backs up under the shingle course, which is how water ends up inside a roof with no visible damage at all. Steep pitches shed snow well but make access harder, and older stock here runs to standing-seam and pressed metal, which fails at the fastener rather than the panel.
Waco has a population of about 536, and the housing stock here sets the pattern for what fails first on a roof.
Because it cannot be seen until the covering is lifted. Any honest quote prices decking as a per-sheet rate that applies only if it is needed, rather than guessing at it — and tells you before replacing more than was discussed.
Sheets that got damp once and dried quickly are usually fine. Sheets that have been repeatedly wet delaminate — the plies separate — and that is permanent. The test is whether it still holds a fixing.
